The idea

Processors price each station as its own small business. That is the whole problem. The Indigenous fuel market isn't a scattering of individual stores. It is one market, and one network. Priced as a network, it carries leverage that no single station will ever have on its own. That is the power in numbers, and it is the reason this works.
